Overall Description
General description of the programme:
GOAL’s programmes in Haiti operate in Port au Prince
and the surrounding area of Gressier. The overall goal of
the programme is to provide emergency support to families
affected by the earthquake in Haiti. The objectives of the
programme are to increase access to water and sanitation facilities,
to provide safe shelter, schooling and non-food items for
displaced families and to increase the purchasing power of
affected population.
General Description of the
Role:
The Schools Construction Manager will be responsible for all
associated requirements from programme development to implementation
of the GOAL Schools construction programme.
Key Duties:
1. Planning and development of the
schools construction programme strategy through collaboration
with government of Haiti representatives, Department of Education,
international agencies and GOAL’s Engineering Coordinator.
2. Develop the design, programme, bill
of materials, construction strategy, construction details
and phasing plan for the programme.
3. Oversee the implementation of the
schools construction programme in Gressier and PaP and other
communes as required.
4. Assist in the development of site
specific design detailing suitable for the site of the construction
with due consideration to optimising use of semi skilled labour
available.
5. Assist with the preparation of documentation
for all contract and labour related payments in co-ordination
with GOAL’s Engineering Coordinator and financial controller.
6. Document and control of cost implications
of contract changes due to design and strategy development
7. Prepare contract documentation including
specifications and bills of quantities
8. Work closely with the GOAL logistics
team to insure timely project implementation taking into consideration
the project context
9. Assist the Engineering Coordinator
in the preparation of regular progress reports, budgeting
and financial forecasting
10. Assist and advise the Engineering
Coordinator in the overall development of the programme
11. Conduct appropriate training for
staff under your supervision as well as training of trainers
for construction trades relevant to earthquake and hurricane
resistant construction building techniques
12. Engage with the WASH team regarding
provision of sanitation facilities and manage implementation
of WASH component if required.
13. Assist in preparation of as built
cost records and other related monitoring and evaluation tools
14. Represent GOAL as required at inter
agency and Government of Haiti co-ordination meetings
15. Liaise with other parts of the
team to ensure consistency of messages and communication
16. Liaise with other organisations
working in the area
17. Carry out other activities as requested
Person Specifications (Requirements):
1. Third Level qualification in Civil
/ Structural Engineering and or Construction Management
2. Post disaster field experience coordinating
shelter and settlement programmes with an international NGO
3. Excellent communication and interpersonal
skills including fluent language skills in English. Fluency
in French or Creole is a distinct advantage
4. Commitment to beneficiary
accountability and humanitarian ethics.
Competencies:
Essential: managerial skills; resourceful
and adaptable work approach; creative approach to problem
solving in an emergency context.
Excellent interpersonal and communication skills
Strong analytical skills are required
Understanding of UN rules, regulations and procedures would
be an advantage.
Education and
Experience:
University degree in Civil / Structural
Engineering and or Construction Management with a minimum
of 5 years relevant post graduate experience including management
experience and a minimum of 2 years experience in a humanitarian
field context is required
Experience in the process of tendering, contracting and contract
administration
Proven ability to use AutoCAD, Microsoft Project and Excel
