General Description
of the Programme
GOAL became operational
in Haiti in response to the earthquake of 12th January. The
GOAL team, which consists of engineers, logisticians and health
professionals, has experience of working in disaster situations
across the Developing World, such as the tsunami in South-East
Asia in 2004 and the East Asia earthquake in 2005. GOAL is
developing programmes in shelter/construction, NFI distribution,
watsan and health.
General Description of the Role:
The main function of this position is to support the GOAL
Country Financial Controller in implementation and review
of systems of financial control and to cover the FC role as
required.
Duties & Responsibilities:
1. To gain full knowledge of GOAL’s internal control
procedures through understanding of GOAL’s Field Finance
Manual v2010.
2. Understand the GOAL Logistics procedures and processes
through familiarisation of the GOAL Logistics Manual v2010
particularly in relation to procurement rules.
3. Full knowledge and understanding of donor rules and regulations
through GOAL’s donor manuals and training materials.
4. Financial training and capacity building of locally recruited
finance staff in relation to control procedures.
5. Development of in country manuals and training materials
for all staff across all departments.
6. Training of all in country staff across all departments
on GOAL’s procedures and Donor rules.
7. Conduct field visits to train field staff in all locations
on GOAL and donor regulations to ensure they are understood
and being adhered to.
8. Ensure cash management system complies with GOAL Internal
Controls policies and are being managed effectively, monitor
cash spends in all locations, ensure segregation of duties
9. Input to the planning and scheduling for work of the Finance
Team:
a. Develop in consultation with the Financial Controller,
an annual and monthly work-plan to meet key, agreed objectives;
b. Report on implementation of the plan and suggest any necessary
adjustments on a monthly basis to the Financial Controller;
10. Maintain the NGO finance issues log, ensuring issues identified
in visits are tracked to completion.
11. Report immediately any material and significant financial
risks identified during assessments or audits to the Financial
Controller
12. If required assist the Financial Controller with donor
reporting to ensure timely and accurate reporting
13. Review and update monthly cost allocations to donors and
ensure supporting documentation is reasonable and appropriately
filed.
14. Manage and ensure donor files are complete and well maintained
in accordance with GOAL Dublin and donor requirements.
15. Coordination and documentation of grant management meetings
and reporting of same monthly to GOAL Dublin.
16. Carry out the key monthly tasks and HQ checklist as per
the GOAL standard template and submission of same to GOAL
Dublin on the 9th working day after each month end.
17. Ensure that staff contracts (including addendums etc)
and timesheets (which reconcile to the finance system) are
in place for all staff in GOAL Haiti and report of any issues
regarding same to the ACD Systems in a timely manner.
18. Ensure that GOAL Haiti has an up to date Fixed Asset Register
and any issue regarding same is addressed as a matter of priority.
19. Facilitate and coordinate external, internal, donor and
government audits.
20. Where GOAL sub-grants to partners, ensure that there are
systems in place to monitor their performance and obtain assurance
that they are compliant with the donor’s regulations.
21. Undertake any other tasks as requested by the FC (via
ACD Systems) relating to donor compliance.
22. Where cover for the FC is required, a full understanding
of month end process and submission of monthly management
accounts to Dublin HQ.
Requirements:
o Qualified Accountant preferred
o NGO experience ideal but not necessary
o Ideally experience in dealing with institutional donors
such as OFDA/ USAID, ECHO and DFID
o Work experience in a busy, changing environment
o Good team player, flexible and capable of working with a
multinational country team
o Excellent interpersonal, motivational and management skills
o Excellent written and spoken English, communication and
training skills
o Fluent French or Kreyol is an advantage.
o Computer skills including proficiency in Microsoft Excel,
Word and Powerpoint
o Willingness to travel and work in challenging environments
