Overall Description
General description of the programme:
GOAL became operational in Haiti in response to the earthquake
of 12th January, earlier this month. The GOAL team, which
consists of engineers, logisticians and programme managers,
has experience of working in disaster situations across the
Developing World, such as the tsunami in South-East Asia in
2004 and the East Asia earthquake in 2005.
GOAL is developing programmes in shelter/construction,
Food/NFI distribution & WASH.
Job objectives:
To provide programme
support in the area of Logistics. The role will be based in
Port Au Prince (PAP) but the operative may be based in the
rural area to coordinate GOAL Haiti’s programs in Gressier,
with a particular focus on logistics operations, ensuring
that donor requirements and GOAL standard logistical systems
are implemented and followed.
If deemed necessary the operative may
be relocated to PAP to provide programme support there if
deemed necessary.
Description of the responsibilities/activities:
Logistics
Compound management – responsible
for all compound constructions and provision of utilities,
ensuring GOAL standard health and safety regulations. Maintain
generators and monitor fuel consumption.
Transport management – management
of GOAL vehicle fleet, ensuring effective and efficient transport
planning. Assure that registration/insurance documents are
up to date, log books completed and fuel consumption monitored.
Procurement – In coordination
with the procurement manager in Port au Prince follow up all
orders. Manage local procurement as required, assuring that
GOAL standard procurement regulations are observed.
Warehousing – Management of project
stocks in accordance with GOAL standard warehouse management
regulations.
Asset management – tracking and
recording of all GOAL assets in the project.
Communications – manage and
follow up all communications equipment, ensuring continuous
means of communication with the capital.
Security management – Ensure
compliance with GOAL Haiti’s country security plan.
Reporting – regular reporting
as laid out in GOAL logistics manual.
HR/Administration:
Management of local team and capacity
building of GOAL Haiti national staff in logistics, administration
and finance in Gressier.
Finance:
Management of Gressier petty cash,
in conjunction with the Financial Controller.
Management of Gressier payroll, in
conjunction with the HR manager in Port au Prince.
Financial reporting as required.
Coordination:
Representation of GOAL with local authorities,
NGOs and UN agencies.
Attendance of coordination and cluster
meetings as necessary.
Requirements:
2 years or more experience in logistics
with an international NGO preferably in an emergency situations.
Proven management ability to lead,
motivate and develop staff.
Skills in training and capacity building
of national staff and partners.
Experience of managing security an
advantage.
Flexibility to adapt to changing requirements,
and the flexibility to be assigned to various different roles
as the need arises in the changing emergency context.
A willingness to accept basic living
conditions and a sensitive security environment.
Fluent French and/or Kreyol is an
advantage.
Ability to work under pressure, managing
a varied workload.
Strong IT skills, particularly Microsoft
Excel.
