OVERALL DESCRIPTION
General Description of the Programme:
GOAL has been working in Sudan since 1984. GOAL currently
has 6 programme sites throughout Sudan. Twic County in Warrap
State, Kurmuk County in Southern Blue Nile and Sobat in Upper
Nile State are managed through the GOAL office in Juba. The
GOAL office in Khartoum manages programmes in Abyei, North
Darfur and Kassala State. The current GOAL programmes focuses
on four main sectors: primary health care, women’s education
(REFLECT), water, sanitation and hygiene promotion (WASH),
and sustainable livelihoods.
General Description
of the Role
The Kassala Area Health Manager will
oversee all day to day aspects of the Kassala Health Programme.
This includes a clinic-based reproductive health component
focusing on ANC, PNC, improved clinic deliveries and family
planning. The position also involves close supervision of
midwives and traditional birth attendants, ensuring that they
report properly on activities. The health program also comprises
of community health activities, such as health promotion and
nutrition education. The Manager will ensure that programme
implementation is progressing in line with proposals, budgets
and agreed timelines.
Key Duties:
• To be responsible for meeting the reproductive health
programme’s objectives in Kassala, including directing
and supervising the Nutrition and Health Promotion teams.
• To develop, in conjunction with Health Coordinator
& Area Coordinator, short and long term activity plans
aimed at achieving the programme’s objectives.
• To oversee the timely implementation of programme
activity plans for the Kassala health programme
• To plan and track grant expenditure in conjunction
with Health Coordinator, Area Coordinator and Finance Department.
• To oversee direct management of Kassala health staff,
including recruitment, supervision and training.
• To ensure the timely collection, presentation, analysis
and distribution of Kassala monthly health statistics
• To evaluate, with Khartoum staff, all health programme
components at regular intervals
• To closely coordinate with Ministry of Health, WFP,
UNICEF and other local partners
• To provide input for donor reports and proposals
• To build the capacity at field level with GOAL and
MoH health staff, including mentoring and training.
• To provide strategic vision for the Kassala health
program.
• To mainstream HIV and gender across GOAL programmes,
staff and communities in conjunction with other programme
managers.
• To maintain continuous communication and coordination
with key Khartoum health staff
Requirements: (educational,
language, etc.)
• Good technical
health qualification (Nurse or Midwife) with 3 years post
qualification experience in country of origin
• MSc in Public Health or equivalent would be desirable
but not essential
• At least two years previous overseas experience with
an International Agency, in a development context and in a
health related position
• Proven programme management skills
• Excellent donor proposal and report writing skills
• Excellent knowledge and experience in liaising with
government officials, donors, other agencies and community
groups
• Proven ability to work as part of a team
• Must enjoy training, supervision and building national
staff capacity
• Excellent staff management and personnel skills
• Must be able to work to deadlines
• Ability to self-start and work in a rural setting
with sometimes stressful conditions
