OVERALL DESCRIPTION
General Description of the Programme:
GOAL Sierra Leone’s Disadvantaged Children and Youths’
Programme (DCYP) began in 1999 to address the needs and rights
of street children and child commercial sex workers. Since
2003, the programme has increasingly focused on support to
the whole community to prevent children in difficult circumstances
from ending up on the street. The programme works very closely
with surrounding communities through partnership with Child
Welfare Committees (CWCs). In 2008/2009, the programme was
re-launched as the Integrated Child and Youth Welfare Programme
(ICYWP), which integrates health promotion and curative care,
HIV/AIDS awareness, nutrition and support to partners.
The water and sanitation situation
in GOAL’s operational communities is dire and outbreaks
of diarrhoea are common. In 2008, GOAL secured DFID funding
for pilot community-led diarrhoeal disease prevention projects
in 2 areas, using a participatory approach to the development
and sustainable management of water and sanitation infrastructure,
hygiene promotion and cholera preparedness. In 2009, DFID
provided further funds to replicate the project in 8 more
city sections. Going into 2010, GOAL is working with 4 other
NGOs as part of an Urban WASH NGO Consortium (led by Oxfam
GB) on a £4 million programme across the city over the
next 3 years. GOAL will build the capacity of stakeholders
to implement community-led approaches to WASH and will specifically
focus on sanitation at the community level: faecal sludge
management (FSM) and sanitation social marketing. A possible
school WASH project is also in the pipeline.
Summary of
the Role:
The Urban WASH Programme Manager will have overall responsibility
for the implementation and development of GOAL’s WASH
activities in Freetown. S/he will also provide technical leadership
on water and sanitation engineering. S/he will work side-by-side
with the ICYWP Development Coordinator to maximize synergies
between the projects and to coordinate M&E activities.
1. Project management
• Support the Urban WASH Team Leader in planning, management,
monitoring and evaluation of the project.
• Develop budgets, monitor spending and prepare monthly
forecasts, ensuring full accountability for funds.
• Coordinate submission of weekly and monthly reports
to the CD and prepare quarterly, interim and annual reports
for donors.
• Strengthen the management capacity of the Urban WASH
Team Leader, including identification of formal training opportunities.
• Coordinate with the Urban WASH NGO Consortium Coordinator
and other Consortium members on project planning and narrative/financial
reporting and alignment of GOAL’s activities with the
Consortium.
2. Technical support
• Provide technical support for and oversee the development
and construction of WASH infrastructure (tapstands, latrines,
wells, drains, FSM structures and others).
• Identify GOAL WASH staff technical training needs
and, where applicable, deliver training.
• Carry out field visits and provide technical reports
to the Urban WASH Team Leader.
• Develop and implement sanitation surveys, including
mapping of the current and potential situation and the sanitation
market, and disseminate the results.
• Provide strong technical leadership on the planning
and implementation of community FSM systems and development
of both demand and supply components of sanitation social
marketing.
• Exchange technical insights and support with GOAL’s
rural WASH Programme Manager in Kenema.
• Participate in relevant technical committees of the
Urban WASH NGO Consortium.
3. Strategic development
• Identify possibilities for new and appropriate WASH
interventions in vulnerable communities in Freetown.
• Liaise with donors and other stakeholders to identify
new funding opportunities for Urban WASH and work with the
Programme Support Officer to develop funding proposals.
• Participate in national and district level WASH and
Urban Development coordination and consultation bodies and
networks to ensure that GOAL’s programming is in line
with government policy and strategies and to contribute to
national policy development, planning and implementation.
• Participate in sector specific NGO networks in health,
HIV, education and child protection.
• As part of the Senior Management Team, contribute
to GOAL SL’s overall strategic development.
4. Monitoring and evaluation
• With the Programme Support Officer and Programme Development
Coordinator, develop an integrated approach to M&E across
all sections of ICYWP and the Urban WASH Project.
• Give technical support to the Programme Development
Coordinator in the planning, coordination and analysis of
the Freetown Annual Community Survey.
Carry out any other duties as requested
by the Country Director.
Requirements:
• Degree-level qualification
in engineering, with specific training/experience in water
and sanitation engineering, preferably in an urban context.
• 3+ years experience of managing WASH projects within
an International NGO in a developing country.
• Strong monitoring and evaluation skills, including
experience in quantitative and qualitative/participatory methods.
• Capacity to respect and build the management and technical
skills of experienced and talented national staff.
• Experience in developing proposals and writing reports.
• Good understanding of financial management, including
budget preparation and management and implementation of systems
for financial accountability.
• Ability to build constructive relationships with partners,
donors, local and national authorities, and other stakeholders.
• Good communication skills, including fluency in oral
and written English.
• Proficiency in using standard computer software, especially
MS Office programmes.
