OVERALL DESCRIPTION
General Description of the
Programme:
GOAL has been working in Sudan since 1984. GOAL currently
has 6 programme sites throughout Sudan. Twic County in Warrap
State, Kurmuk County in Southern Blue Nile and Sobat in Upper
Nile State are managed through the GOAL office in Juba. While
programmes in Abyie, Kutum in North Darfur and Kassala in
Kassala State are managed from Khartoum. The current GOAL
programmes focus’s on four main sectors: primary health
care, women’s education programme (REFLECT), water,
sanitation and hygiene promotion (WASH), and sustainable livelihoods.
General Description of the
Role:
The Safety Officer will advise GOAL senior management in Juba
and Khartoum on all safety and security related issues and
ensure that the senior management team is kept informed of
security developments and is in a position to take appropriate
action when required. The Safety Officer is responsible for
ensuring that appropriate systems and procedures are in place
to maximize the safety and security of all GOAL staff and
that they are adhered to at all times. The Safety Officer
is responsible for working with programme mangers at all levels
to ensure that safety and security is mainstreamed into all
areas of operations.
Overall Objectives of the position:
• To ensure that appropriate systems and procedures
are in place and are fully operational
• To improve threat assessment processes;
• To ensure that all GOAL staff have a high awareness
of the safety and security risks they face while working in
Sudan and that they take all necessary steps to minimize the
risks they face or to mitigate the impact of an safety or
security event occurring.
This will be achieved through establishing
appropriate infrastructure, providing initial and ongoing
training and support supervision to all staff and institutionalising
the collection, analysis and dissemination of security information.
Key Duties:
• To be the focal point for Safety and Security issues
with in GOAL in Sudan.
• To be familiar with GOAL’s Safety and Security
procedures and policies and support the respective Country
Director and Area Coordinators in ensuring that these are
adhered to at all times.
• To keep continually under review all safety and security
procedures and policies, ensuring that they are kept relevant
to the evolving safety and security context of each location.
• Ensure that all preparedness measures as laid out
in the security guidelines are in place, in particular evacuation
plans and security trees.
• Regularly conduct field visits to assess the field
sites compliance with safety and security procedure.
• Provide recommendations to the Country Directors and
Area Coordinators on any aspect of a field sites safety or
security management which requires improvement. Included in
the recommendations should be guidance on how to implement
the recommended improvements.
• Implement and advise on in-country training for GOAL
staff in relation to safety and security. Develop an individualized
training programme for all senior staff and as required source
external training to meet identified training needs.
• Ensure vehicle and personnel tracking systems are
appropriate, fully resourced and operational
• Attend meetings, read security updates and obtain
accurate information based on multiple sources
• Liaise with UN/OCHA, the NGO community and any other
parties with respect to security issues.
• Initiate, review and collate security incident reports
for each location.
• Provide security briefings as part of induction for
new staff and visitors.
• Prepare weekly security sitrep for the Country Directors.
Requirements: (educational,
language, etc.)
• At least 3 years experience with responsibility for
security
• Experience working overseas in a 'conflict' situation
• Sound judgment, diplomatic tact, and mature common
sense;
• Experience in liaising with various agencies in relation
to security
• Experience in working with a team
• Experience in designing and providing security training
