OVERALL DESCRIPTION
General Description of the Programme:
GOAL has been working in Sudan since 1984. GOAL currently
has 6 programme sites throughout Sudan. Twic County in Warrap
State, Kurmuk County in Southern Blue Nile and Sobat in Upper
Nile State are managed through the GOAL office in Juba. While
the GOAL office in Khartoum manages programmes in Abyei, North
Darfur and Kassala State. The current GOAL programmes focuses
on four main sectors: primary health care, women’s education
(REFLECT), water, sanitation and hygiene promotion (WASH),
and sustainable livelihoods. All interventions are carried
out with local partners as appropriate and in coordination
with government counterparts such as the Ministry of Health
and WES.
General Description
of the Role
With experience in delivering water
supply and sanitation interventions in a wide range of contexts,
the WASH Advisor will be responsible for ensuring that GOAL
interventions respond to different local contexts in a sustainable
manner, and are closely coordinated with community processes
and health teams.
The WASH Advisor will be responsible
for the overall management of water and sanitation activities,
including (but not limited to) planning implementation of
activities, supervising the activities to ensure that GOAL
meets the agreed minimum standards, ensuring sound financial
management of these activities, and providing support and
technical oversight of all water and sanitation staff. The
WASH Advisor will liaise closely with Field based WASH teams,
the Area Coordinators and the local communities to improve
community participation and ownership of all water and sanitation
activities. The WASH Advisor will coordinate with government
ministries, UN agencies, and other NGOs to ensure that GOAL
programs are in line with national strategies.
This is a field oriented job necessitating
a considerable amount of time working on day to day management
issues in sometimes challenging circumstances.
Key Duties:
- To directly manage the WASH staff (at field and Khartoum
level) on technical aspects of their work, ensuring that all
work is completed within the specified timeframe and to a
high standard.
- At Khartoum level, to liaise closely with the Head of Programmes
and Khartoum based Programme Coordinators, (Medical, Reflect,
Livelihoods, Community Processes) to ensure integration of
all programme activities.
- At field level, to liaise closely with field based WASH
staff, the Area Coordinator and other programme departments
to ensure integration of all programme activities.
- To promote community participation and ownership through
liaising with the beneficiary communities, establishing, training
and supporting water user/sanitation committees and ensuring
that activities are as transparent as possible
- To monitor and evaluate the quality of GOAL WASH programs,
including conducting regular water quality testing and participating
in GOAL surveys.
- To identify appropriate new activities in consultation with
local communities, local authorities and organisations operational
in Sudan.
- To identify the training needs of the WASH teams and develop
a programme to meet those needs, through on the job training,
internal training workshops and external training.
- To develop and implement standard Watsan designs, using
appropriate, sustainable technology
- To work closely with GOAL health departments to develop
and implement appropriate hygiene promotion campaigns
- To sign off on Bill of Quantities (BOQs) for major WASH
projects undertaken by GOAL.
- To support the field WASH teams and Area Corditors to develop
accurate activity based budgets for all WASH components.
- To support the Head of Programmes in planning and programme
development and application of management tools, including
the Programme Management Plan and the Budget Monitoring Tool
- To monitor all expenditure on these budgets and ensure that
there is no significant variance in approved budget lines,
to report any variations to the HOP and the AC and to support
the Field WASH teams to revise their activities plans to ensure
programme deliverables are achieved on budget and on time.
- To contribute to the compilation of donor proposals and
reports in conjunction with the appropriate staff.
- To liaise with other organisations engaged in similar activities
in Sudan, including relevant government authorities, UN and
other NGOs
- To attend coordination meetings at the Khartoum level
- To ensure all activities are carried out in accordance with
local government procedures (e.g. site selection) and do not
duplicate or interfere with activities proposed or carried
out by the UN or other NGOs.
- To represent GOAL at meeting with donors.
- To carry out any other reasonable duties as requested
Requirements:
- Degree in water and sanitation engineering, or related subject
- Experience of project management
- Experience of working with communities and community-based
organisations
- Experience in promoting community involvement and participation
in programme implementation including set up and training
of water user committees and sanitation committees and managing
community relations and interaction.
- Previous experience implementing rural water, sanitation
and hygiene projects
- Demonstrated analytical and conceptual skills to plan projects,
follow agreed timetables and oversee activities
- Ability to implement effective projects with sometimes limited
resources
- Ability and willingness to work in remote areas for extended
periods of time
- Outgoing personality with excellent communication skills.
- Good team player, flexible and capable of working with a
multinational country team
- Willingness to spend more than 50% of time in field sites
