OVERALL DESCRIPTION
General Description of GOAL Programme
Malawi is one of the poorest countries
in the world. There are chronic problems of hunger and alarming
HIV and AIDS prevalence rates. Over one fifth of all people
are not able to meet their minimum nutritional requirements
while approximately 12% of the adult population (15 to 49)
are living with HIV/AIDS. With one of the highest adult HIV
prevalence rates in the world, the epidemic has exacerbated
social problems as diverse as food security and human resource
capacity.
GOAL has been implementing programmes
in Malawi since the food crisis in 2002 when the organisation
ran food distribution programmes as part of a consortium of
agencies. GOAL’s current programme sectors in Malawi
include HIV and AIDS; Nutrition; Livelihoods; WATSAN; and
Disaster Management.
The GOAL programme in Malawi operates
in the impoverished Southern District of Nsanje and GOAL head
office in Malawi is in Lilongwe, the capital city, for donor
liaison and administrative purposes.
The Malawi Country Programme is supported
by a range of donors including Irish Aid, UNDP, UNICEF, European
Union, and some trusts and foundations.
General Description
of the Role
The Country Director will be responsible for the overall management,
implementation and development of the GOAL Malawi programme.
Key Duties
• Identify and vigorously pursue funding possibilities
in-country – this includes responsibility for preparation
of project proposals and all aspects of donor liaison;
• Strategic guidance of the Country Programme through
the implementation of the Malawi Country Strategy Plan;
• Ensure that the GOAL Country Programme meets the highest
national and international standards, and complies with Codes
of Conduct and agreements to which GOAL is a signatory;
• Ensure that GOAL complies with all the relevant Malawi
legal requirements;
• Direct management of the GOAL Senior Management Team
in Malawi
• Maintain ultimate accountability for all financial
matters in the field and review and approve the monthly management
accounts;
• Represent GOAL to Malawian government departments,
donors, the media and other NGOs and stakeholders;
• Ensure the safety and security of GOAL Malawi staff
and property;
• Remain fully informed regarding the political, security
and humanitarian conditions within Malawi and provide timely
briefings to HQ;
• Ensure that all narrative and financial reports are
presented in a professional manner in the format and timeframe
specified in donor contracts.
Requirements
• Masters degree in development studies or other relevant
discipline.
• A minimum of 5 years of previous development and/or
humanitarian overseas experience, with a minimum of 2 years
in a senior management role.
• Strong practical experience in all aspects of the
Project Management Cycle;
• Experience managing projects and programmes funded
by major institutional donors and agencies such as the EC,
the UN, DFID and Irish Aid.
• Excellent administrative, financial, personnel and
logistical management and coordination skills;
• Proven track record in securing funding from international
and institutional donors ;
• Strong representational skills and experience liaising
with donors and government agencies.
• Practical strategic management experience;
• Ability to work under pressure and to strict timelines;
• Adaptability and flexibility.
