General Description
of GOAL Programme
GOAL has been operational
in Malawi since 2002 and currently has programmes in HIV/AIDS,
WASH, livelihoods, food security and disaster risk reduction.
GOAL Malawi’s head office
is in Lilongwe, with a large Field Office in Nsanje in the
extreme south of Malawi. This office coordinates the implementation
of projects linked to all sectors in Nsanje district, which
is one of the most vulnerable areas in Malawi to both cyclical
droughts and floods.
GOAL started projects related
to Disaster Management and Disaster Risk Reduction in Nsanje
district in 2008, and internally mainstreams this sector in
all other projects. In general, the district suffers from
food insecurity due to unreliable rains, and is prone to flooding
both from swelling of the Shire River and flash floods of
its tributaries. The current donor is the Irish Government,
and up-coming funding is expected from the European Union
(through DIPECHO and ECHO).
Purpose of the Programme Coordinator:
The purpose of this role is to coordinate
the Disaster Risk Reduction programme, including managing
the implementation of GOAL Malawi’s planned DIPECHO
funded project, Building Community and Institutional Resilience
to Natural Disasters in Nsanje. It is also planned that an
ECHO-funded food security project will be mounted in response
to the current food insecurity, which will tie in with the
DIPECHO project.
General Description of the
Role:
• Overall responsibility for
the planning, organisation, budget management, reporting and
implementation of the DIPECHO and ECHO funded projects;
• Design, develop and implement the project monitoring
system in coordination with the M&E Manager;
• Liaise with other NGOs, relevant Government agencies
and DIPECHO/ECHO to ensure good coordination of effort and
lesson sharing;
• Manage the Project teams to ensure the projects are
implemented to a high quality standard, on time and within
budget;
• Design and conduct Lessons Learned Workshops for all
key stakeholders;
• Represent GOAL to donors, government, UN agencies
and other NGOs in relation to the project, including participation
in consultative meetings with other Malawi ECHO partners.
• Taking on other reasonable tasks as delegated by the
Head of Programmes.
Requirements:
• Degree in a relevant discipline
essential; postgraduate qualifications in development studies,
environment/environmental engineering or social sciences preferred;
• Minimum two years experience implementing development
or emergency programmes within a developing country context;
• Previous experience of managing projects effectively
for large bilateral/multilateral donors, direct DIPECHO/ECHO
experience preferred;
• Demonstrated experience and high level of competency
in at least three of the following areas:
- Community-based disaster preparedness;
- Design and development of small scale disaster mitigation
works;
- Food security;
- Facilitating the coordination between Government organisations
and local communities;
- Local Government Institutional Strengthening;
- Capacity Building/Training and training materials development.
• Demonstrated experience implementing participative
research methodologies;
• Strong communication, planning and organisational
skills;
• Proven experience of managing a high workload and
multiple priorities;
• Excellent spoken and written English language skills.
