OVERALL DESCRIPTION

General Description of GOAL’s work in Freetown, Sierra Leone:

GOAL Sierra Leone’s Disadvantaged Children and Youths’ Programme (DCYP) began in 1999 to address the needs and rights of street children and child commercial sex workers. The aim was to meet their basic needs of shelter, food and non-formal education, as well as providing alternative life choices.

Since 2003, the programme has increasingly focused on support to the whole community to prevent children in difficult circumstances from ending up on the street. The programme works very closely with surrounding communities through partnership with Child Welfare Committees (CWCs).

In 2008/2009, the programme was re-launched as the Integrated Child and Youth Welfare Programme (ICYWP), which includes DCYP activities but also integrates health promotion and curative care, HIV/AIDS awareness, a nutrition component (recently supported by UNICEF) and partner support to CWCs, 8 HIV CBOs, and two child protection agencies (Don Bosco Fambul and St George’s Foundation). GOAL is continuing to expand activities into more slum and marginal communities across the city.

GOAL also has a large Urban WASH project in the city, which will be managed by a Project Manager, who will work side-by-side with the Programme Development Coordinator to maximize synergies between the projects and to coordinate M&E activities.

Summary of the Role:

The Programme Development Coordinator will be responsible for strategic development of GOAL’s Integrated Child and Youth Welfare Programme (ICYWP) in Freetown. S/he will also: coordinate monitoring and evaluation of ICYWP; provide management support to the 4 team leaders; oversee mainstreaming of gender, HIV and child protection; and provide technical support in his/her area of expertise (community health and/or child protection).

1. Strategic programme development
• Identify possibilities for new and appropriate child welfare interventions in vulnerable communities in Freetown.
• Liaise with donors and other stakeholders to identify new funding opportunities for ICYWP and work with the Programme Support Officer to develop funding proposals.
• Support the Partnership and Training Unit in the development and implementation of the GOAL partnership strategy in Sierra Leone.
• Participate in national and district level coordination and consultation bodies and networks to ensure that GOAL’s programming is in line with government policy and strategies and to contribute to national policy development, planning and implementation.
• Participate in sector specific NGO networks in health, HIV, education and child protection.
• As part of the Senior Management Team, contribute to GOAL SL’s overall strategic development.
• Support the development of GOAL SL’s advocacy strategy and oversee its implementation.

2. Monitoring and evaluation
• With the Programme Support Officer and WASH Project Manager, develop an integrated approach to M&E across all sections of ICYWP and the Urban WASH Project.
• With support from GOAL’s Roving Survey Advisor, manage GOAL Freetown’s annual community survey, including planning and preparation, enumerator training, data collection and analysis, and report writing and dissemination.
• Work with the Database Officer to develop further DCYP’s monitoring tools and coordinate the development of database of partners.
• Continue the use of participatory and qualitative tools in ICYWP M&E systems to ensure that the Programme is meeting needs defined by children, communities and other stakeholders.
• Develop the capacity of national staff, especially team leaders, in M&E and research methodologies.
• Ensure that M&E data are incorporated into programme planning and review processes.

3. Project management support
• Support the 4 team leaders in planning, management, monitoring and evaluation of each component of the programme.
• Help them to develop annual budgets, monitor spending and prepare monthly forecasts, ensuring full accountability for funds.
• Coordinate submission of weekly and monthly reports to the CD and prepare quarterly, interim and annual reports for donors.
• Strengthen the management capacity of the team leaders, including identification of formal training opportunities.

4. Mainstreaming
• Assist the Child Protection Officer, HIV/AIDS Coordinator and HR Manager in implementation, M&E and ongoing development of mainstreaming plans and activities relating to child protection, HIV/AIDS and gender.

5. Technical support
• Provide technical support on one or more of the following: health, nutrition, HIV, community development, child protection, partnership.
• Liaise with the GOAL technical team, including the HIV, Nutrition, Child Protection and Survey Advisors.
• Maintain the Resource Centre of documents and materials across all technical areas.

Carry out any other duties as requested by the Country Director.

Requirements:

• Degree-level qualification in public health, nutrition, community development, child protection or a related field. Masters degree preferred.
• 3+ years experience of managing child welfare-related projects within an International NGO in a developing country.
• Strong monitoring and evaluation skills, including experience in quantitative and qualitative/participatory methods.
• Capacity to respect and build the management skills of experienced national team leaders.
• Experience in developing proposals and writing reports.
• Good understanding of financial management, including budget preparation and management and implementation of systems for financial accountability.
• Ability to build constructive relationships with partners, donors, local and national authorities, and other stakeholders.
• Good communication skills, including fluency in oral and written English.
• Proficiency in using standard computer software, especially MS Office programmes.
