OVERALL DESCRIPTION
General Description
of the Programme:
GOAL has been working in Sudan since 1985, originally in
government controlled areas of Sudan, but from the early 1990s
expanding into areas of southern Sudan controlled by the SPLA.
Initially GOAL’s activities in Southern Sudan took
the form of short term emergency interventions, but 1998,
with the opening of a permanent base in Twic County, Warap
State, saw a move to longer term interventions although the
focus of the intervention remained emergency response. GOAL
South Sudan currently operates programme in Twic County, Warap
State; Kurmuk, Blue Nile State; Malakal town and the Sobat
Corridor in Upper Nile State.
GOAL South Sudan interventions have in recent years expanded
to include a more integrated Primary Health Care approach,
including, curative primary health care, based on the management
of primary health clinics; preventative health care including
HIV/AIDS messaging, malaria control and hygiene promotion;
nutrition and food security, water and sanitation engineering
and clinic construction/rehabilitation.
General Description of the
Role:
To ensure the smooth management of GOAL’s programme
activities in Kurmuk County. This will include security management,
liaising with the senior management team and technical coordinators;
the development of work plans to cover multi-sectoral activities
in Kurmuk County and the implementation and monitoring of
day-to-day activities relating to a large multi-sectoral programme.
Key Duties:
General:
1. Oversee day-to-day operations of senior staff in Kurmuk
County with direct line management of six staff
2. Liaise closely with Juba Technical support staff on programming
issues.
3. Coordination and programme planning to ensure programme
implementation in accordance with the donor proposals.
4. Submit weekly reports and provide input for donor reports
and proposals.
5. Accompany donor representatives and other official visitors,
when requested to by the GOAL Country Director, and provide
information as required.
6. Implement other tasks as identified by the CD.
Coordination:
1. Ensure proper coordination with the Local Authorities,
State and County MOH, UN and NGOs in Blue Nile State.
2. Ensure, that where possible, that GOAL is represented at
appropriate co-ordination meetings at Kurmuk and Damazine
level.
Security:
1. Act as Security Focal Point (SFP) in the management of
any security incident affecting GOAL staff in Kurmuk
2. Implement GOAL Security Guidelines and regularly update
site-specific contingency plans
3. Ensure that all staff are familiar with GOAL’s Security
Guidelines and with the GOAL evacuation plan.
4. Give a security briefing to all GOAL and non-GOAL visitors
arriving in Kurmuk for the first time, or after a significant
absence.
5. Ensure all office and accommodation meet basic security
standards, including fire prevention, hibernation and evacuation
procedures
6. Monitor the security situation and advise the Security
Officer and/or Country Director of any changes or adverse
conditions affecting staff safety or project operations in
the region.
7. Monitor the current climate in the region with regard to
population movements, displacements, resettlement with implications
for security.
8. Advocate for any GOAL staff member arrested or detained
in the course of their work with GOAL.
Personnel:
1. Support line managers to comply with the GOAL HR Manual,
providing oversight for all locally recruited staff HR issues.
2. Liaise closely with the Juba-based HR Manager and the Country
Director on HR issues related to Regional and International
staff.
3. Oversee the preparation of the payroll.
4. Monitor and approve all R&R and oversee all annual
leave, in consultation with the HR department in Juba
5. Ensure implementation of staff appraisals when required
by the HR department
6. Support the inclusion of training and capacity building
for Sudanese staff in all workplans
Logistical:
1. Ensure that GOAL South Sudan Logistical procedures are
adhered to at all times.
2. Oversee coordination with the Logistics department in Juba
to ensure all logistical requirements are provided in a timely
and cost effective manner.
3. Ensure that all communication equipment is working satisfactorily.
4. Ensure that field staff has access to clean water, safe
and adequate hygiene is maintained in the field and adequate
stores of nutritious food is available.
Financial:
1. Manage the core costs budget lines within AC control
2. Oversee the development of budgets based on agreed workplans
for each sector
3. Oversee Finance department.
4. Ensure that accurate records are maintained of financial
expenditure.
5. Ensure that GOAL South Sudan Financial procedures are adhered
to and that GOAL’s Financial Controller is kept informed
of all cash requirements and other financial issues.
Requirements:
• At least two years previous overseas experience with
an international Agency in humanitarian programmes in a management
position
• Proven experience in managing a team in a difficult
or insecure environment
• Experience in post emergency and post recovery programmes
• Experience in liaising with government officials,
donors and other agencies
• Staff management and personnel skills
• Financial management skills
• Ability to self-start and work in remote locations
• Masters in development, humanitarian assistance or
conflict studies
