OVERALL DESCRIPTION
General Description of the
Program:
GOAL first started working in South Sudan in mid 1980, originally
through short term emergency interventions. GOAL South Sudan
currently has 3 programme sites Twic County, Warrap, Kurmuk
Locality, Southern Blue Nile and the Sobat in Upper Nile State.
In these areas, GOAL South Sudan implements and supports public
health interventions including curative primary health care,
based on the management of 28 primary health clinics; preventative
health care including HIV/AIDS messaging, malaria control
and hygiene promotion; nutrition and food security, water
and sanitation and clinic construction/rehabilitation.
General Description of the Role:
The Nutrition Coordinator takes overall responsibility for
the implementation of the nutrition component of GOAL South
Sudan’s comprehensive primary health care programme.
While in the past GOAL implemented Supplementary Feeding Programmes
(SFP) in both Twic and Malakal, the emphasis then moved towards
more community-based activities including growth monitoring,
public health/nutrition education and promotion of high energy
complementary recipes. In the last year, GOAL has been responding
to high levels of acute malnutrition and has started operating
out-patient therapeutic programmes (OTP) as part of the primary
health care services in our areas of operation. Currently
GOAL has a plan to set up 4 OTP’s by the year end as
well as to set-up and pilot community nutrition activities
to focus on convalescence from malnutrition and to focus on
moderately malnourished cases in the absence of SFP’s.
Currently GOAL is looking for an enthusiastic Nutrition Coordinator
with experience in the management of acute malnutrition to
be able to ensure the effective follow-up and implementation
of these newly set-up interventions as well as to continue
the capacity building of Sudanese staff and setting up additional
OTP’s as needed in the coming year. The Nutrition Coordinator
will also be the assist on the three yearly SMART multi-indicator
cluster surveys conducted.
The Nutrition Coordinator reports directly to the Primary
Health Care Coordinator and works closely with other programme
coordinators to ensure optimal integration of programme activities
where appropriate.
Key Duties:
• Oversee the overall implementation of the nutrition
components of GOAL South Sudan’s PHC programme in all
areas of operation in South Sudan;
• Oversee the overall management of acute malnutrition
and provide technical guidance and training to the health
team as well as ensure protocols are being adhered to and
the OTP’s are operating within quality indicators;
• Travel frequently to all areas of operation to supervise,
build capacity and provide technical guidance to the Field
Nutritionists (FN) and their teams for the direct implementation
of the nutrition interventions;
• Liaise closely with the Area Health Managers, Area
Coordinators in all field sites as well as the programme coordinators
to ensure an integrated nutrition approach across sectors;
• Oversee the piloted community nutrition approach and
in close collaboration with the Field Nutritionists, implement
strategies in line with the changing environment to ensure
their effectiveness in improving child nutritional status;
• Investigate and implement appropriate nutritional
initiatives, with particular reference to advancing community
nutrition approach in South Sudan;
• With GOAL Nutrition Advisors, adapt nutrition programme
approaches and policies to fit the changing environment;
• Coordinate nutrition programme M&E with an emphasis
on quality, implementation, impact and cost-effectiveness,
and provide guidance to strengthen and improve the programme
as appropriate;
• Develop IEC materials appropriate for the local context
and culture;
• Improve the quality of the present activities through
supervision of key staff, analysis and dissemination of M&E
data and lessons learnt, and review of GOAL and other best
practice guidelines;
• Overall management of the nutrition programme budget;
• In close collaboration with the field nutrition team,
input into nutrition programme planning, proposal writing
and reporting as required;
• Assist in the 3 multi-indicator yearly cluster surveys
following GOAL (SMART) and GoSS MOH guidelines as needed by
the Survey Coordinator;
• Assist with other nutrition related studies (such
as qualitative data collection) and coordinate with other
agencies and/or lead emergency nutrition assessments as appropriate;
• Coordinate with MoH representatives at Juba, State
and local levels and facilitate participation of MoH in programme
planning, implementation and M&E;
• Represent GOAL at national nutrition coordination
meetings, and participate in nutrition working groups for
policy formation;
Requirements (Person
Specification):
• Qualified nutritionist;
• Relevant international course/MSc preferred;
• Minimum 2 years experience in CMAM programmes as well
as in management/coordination position with international
organisations/agencies;
• Strong interpersonal and skills and ability to effectively
work in a multi-cultural experience;
• Effective problem analysis and problem solving skills;
• Willingness to travel to underdeveloped/volatile areas
of South Sudan;
• Proven training and capacity building skills;
• Very enthusiastic and able to work extra hours to
achieve the objectives of the programme.
