OVERALL DESCRIPTION
Throughout the 1990s, GOAL implemented
a series of emergency interventions in South Sudan, alongside
significant programming in the north of Sudan. In 1998, following
the Kerabino famine, GOAL intervened in Twic County, Warrap
State with a health and nutrition programme.
In 2000, GOAL broadened its area of geographical coverage
to include the heavily marginalised area of Kurmuk County,
Southern Blue Nile. In July 2006, GOAL South Sudan took over
the management of the PHC programming in Malakal, Upper Nile,
previously managed from the GOAL Khartoum office. In Upper
Nile, GOAL successfully handed over the operation of its Malakal
based clinics and expanded its operation into the Sobat Corridor.
GOAL currently supports 31 health facilities across these
locations (11 in Twic County, 14 in Kurmuk County and six
along the Sobat River in Upper Nile). GOAL also implements
a broad, preventative health programme based out of health
facilities and in the community.
The overall objective of the post is to provide support to
GOAL’s South Sudan programme both at head office and
field level. The Programme Support Officer reports to the
ACD programmes. The post will involve regular travel to field
sites.
Key Duties:
Donor Proposals and Reports
• Coordinate the development of quality donor proposals
ensuring good collaboration with the
programme coordinators, finance and other relevant departments;
• Coordinate the development and timely submission of
donor reports, programme reports to Dublin and other reports
or updates as needed.
Programme Support
• Provide day to day support to the programme, liaise
with field sites on programmes issues ensuring good lines
of communication and follow up as needed with logistics, finance
and human resources;
• In collaboration with the ACD programmes support the
mainstreaming of HIV/AIDS and gender in all programme activities;
• Conduct programmes inductions for new members of staff
when requested;
• Support the ACD programmes in strategy and programme
development;
• Support the ACD programmes in planning and implementing
staff training and capacity building;
• Support the ACD programmes in developing and implementing
M&E systems.
Information Management
• Maintain and update proposal and reporting calendar
ensuring all concerned are aware of the
reporting schedule and their specific roles;
• Maintain and update the programme information database
(indicators, programme staff
movements, workplans, internal reports, PMPs, project overviews,
photos etc);
• Support programme coordinators and staff in the documentation
of learning;
• Coordinate the development/update of programme overviews/presentations,
Success Stories, etc.
Representation and Networking
• As agreed with the ACD programmes, represent GOAL
SS and network with other agencies, UN and government as and
when needed;
Requirements:
• Relevant post graduate degree;
• Strong analytical skills and excellent report writing
skills. Familiarity with proposal writing,
logframe development and donor reporting (ECHO, OFDA etc);
• Excellent IT skills in Word and Excel with ability
to analyse data and interpret statistical
information
• Excellent communications and interpersonal skills;
• Experience of relief and development programmes an
advantage;
• Experience of HIV/AIDS and gender programming;
• Experience/knowledge of South Sudan desirable;
