OVERALL DESCRIPTION
General Description
of the Country Programme:
GOAL’s Uganda country
programme focuses on GOAL’s four sectors of Health (including
WASH), Education, Livelihoods and HIV/AIDS. We are progressively
mainstreaming issues of HIV/AIDS, gender, child protection,
disabilities, environment and disaster risk reduction across
all our activities. GOAL works on a district focused approach
and uses a mixture of direct implementation and partnerships
with local organisations to give effect to our mission. GOAL
Uganda current programmes include:
1. The Bugiri District Programme, South Eastern Uganda (established
2001), implements solely through partners in the HIV sector.
This programme also encompasses the Housing Support Project.
2. The Pader District Programme, North Eastern Uganda (established
2003), is steadily transitioning into a crisis recovery/development
programme. Implementation is both direct and through partners
in the Livelihood, Water and sanitation, HIV and Protection
sectors.
3. The Abim District Programme, North Eastern Uganda (Western
Karamoja) was established recently at the beginning of 2009.
This recovery/development progamme implements directly in
the Water and Sanitation sector.
General Description of the
Bugiri Programme:
Bugiri lies to the SE of Uganda on the main transport route
from Kenya. GOAL first began operations in Bugiri district
in 2001 and since that time has established
an HIV project which works solely through national partners
targeting upwards of 30,000 direct beneficiaries each year.
GOAL currently works in partnership with nine such organisations
to support local initiatives to prevent the spread of and
address the consequences of HIV; and an additional two civil
society organisations who implement disability initiatives.
GOAL’s intention is not just to provide funding to
partners but to provide support ‘on the ground’
technically, organisationally and financially in order to
implement high quality services. There are now significant
partnership systems which support organisational and financial
growth, technical support and M and E systems.
The programme is funded by the Irish Government and is implemented
by a team of GOAL staff (16 national and one international
staff) based in Bugiri Town Council. The programme activities
are implemented in collaboration with a range of key stakeholders,
most significantly the District Government Authorities and
civil society organisations.
In 2010 the Housing Support Programme, which was formerly
located in Masaka (SW Uganda), will move to be based in Bugiri.
Over the last three years GOAL has implemented a large-scale
low-cost housing and training programme in four southern districts
of Uganda. This Housing Support Project (HSP) had historically
been funded through GOAL unrestricted funds. Since December
2008 - and as a result of reduced funding - the scale of the
programme has dropped. Extensive research has gone into fund
seeking from external donors but unfortunately to date this
has been unsuccessful. GOAL remains committed to implementing
the housing programme and has decided to relocate this project
to Bugiri and to adapt the implementation to work through
a local vocational training institute to build houses and
support vocational training.
General Description of the
Role:
GOAL’s work in Bugiri will be managed by a Programme
Manager based in Bugiri who would be responsible for ensuring
that the project is implemented as planned, is implemented
to time and budget, and meets minimum quality standards. The
Programme Manager will oversee two projects - the HIV partnership
project and the Bugiri Housing Support Project. The Programme
Manager will provide management support to the existing HIV
project manager and more extensive support to the new Housing
Support Project. The Project Manager would be responsible
for the implementation of GOAL’s policies and will be
responsible for narrative and financial reporting to the ACD
Programmes based in Kampala.
General Duties:
• To manage staff and the implementation of the project
as per agreed proposals on a day-to-day basis, providing leadership
to the whole team, and ensuring that activities are implemented
in line with relevant policies (GOAL and others);
• To carry out effective financial control and management
at the project level and ensure implementation of GOAL financial
and related policies;
• To participate and contribute to the development of
the Project, including writing of proposals, and to lead the
involvement of the whole Project team in this process;
• To report (written and verbal) on the Programme as
requested by ACD Programmes / CD;
• To represent GOAL as required;
• To carry out any other duties as mutually agreed with
your line manager and/or CD.
Key Duties:
Projects
1. Manage the Bugiri based team to support the implementation
of current activities;
2. Work closely with the organisational development support
team in Kampala namely M and E, organisational development
and finance teams;
3. Coordinate the GOAL activities in Bugiri in line with agreed
proposals in order to achieve or exceed agreed targets;
4. Liaise with relevant local stakeholders on the development
and implementation of activities;
5. Report to ACD Programmes as requested covering operational
issues, Programme activities, security and access, and other
issues;
6. Represent GOAL to the authorities and other stakeholders,
and participate in coordination forum as appropriate.
Personnel
1. Manage all Project staff in line with GOAL’s guidelines
and policies;
2. Recruit, employ and when necessary to terminate all agreed
national staff for the Project in accordance with:
• The agreed number of staff as specified in the Project
documents and budgets;
• Ugandan labour laws;
• GOAL Uganda’s personnel policy;
• GOAL Uganda’s staff salary scales.
3. Ensure that any staff required for the programme is recruited,
briefed and adequately supervised and that they do not act
in a manner that could bring GOAL into disrepute.
4. Monitor the performance of all staff and seconded counterparts
reporting directly and supervise those responsible for managing
other staff;
5. Ensure that regular appraisals for staff performance are
carried out at all levels and that training and other needs
are identified and where possible are met, in order to improve
staff performance.
Administration and Logistics
1. Manage the field administrative personnel, ensuring that
the necessary logistics and administrative functions are adequately
supporting programming
Finance
1. Be responsible for the overall financial management of
the Programme and to ensure that expenditure is kept within
the agreed budget or as instructed by line manager/CD;
2. Be familiar with GOAL financial and related policies and
that they are implemented in the Project;
3. Manage the Finance/Administration functions in the project;
4. Ensure that the accounts of Programme income, expenses
and receipts are a true statement of financial transactions
Security
1. Oversee implementation of GOAL Security policies and procedures,
manage security at a Programme level;
2. Ensure that security guidelines are adapted to the local
area and are adhered to at all times through regular checks
on project staff
Fund seeking
1. Provide in a timely fashion any information requested by
the CD/ACD;
2. Investigate local funding opportunities and to liaise with
donors as necessary;
3. Obtain permission from the Country Director before accepting
local funds;
4. Host and assist all donor visits.
Additional Duties:
1. The Programme Manager will additionally undertake from
time to time certain other mutually agreed tasks relating
to GOAL activities at the request of the ACD-Programmes and/or
the Country Director.
Requirements
• Minimum 2 years relevant Programme management experience,
preferably field-based in Africa
• Practical experience of working in partnership with
local organisations
• Experience of field based financial management and
logistics management (including communication systems)
• Good people skills, including communication, motivation
and leadership
• Experience of working in insecure environments and
managing security arrangements
• Computer literate (MS Word, Excel, internet and email)
• Good writing skills i.e. for reports
• Fluent English speaker
• Experience of and commitment to community based public
health projects
